Here is one guy who sells IZ parts, mabe you can find here something you need. Here is owners email motolammutus@hot.ee . I am not sure that he understand English but sure you can try .
The other good store is near to Tallinn Television Tower. They have a lot of new parts. They don't check mail I know that. But the website for them is www.hot.ee/motopood

There you can get the tires too, cost about 600-700 Estonian krouns ~ it's aboute 30-50 euros.
There is one more that kind of a store. But they dont have website. Adress is Tondi 44.

One in Saaremaa.
http://www.varuosad.ee/ <--this is the most close store for you, there are tonns of IZ parts, write or even better, call the owner. Prices could be a bit expencive but you never know.
