The Russian cars like a Pobeda have three important factory numbers - number of chassis, number of frame and number of engine. Two of the above-mentioned numbers are pressed in the label and are shown from the photo you have taken.
The first one (in left) is a number of an engine (in Russian: Nomerj dvigatelja), the second one (in right) is a number of a chassis (in Russian: Nomerj shassi).
The third significiant number - number of a frame (in Russian: Nomerj kuzova) does not listed in the laber, only in the frame (for 2nd series Pobedas on the upper part of torpedo).
The number you mentioned in your picture as an unidentified (above the number of the chassis) is the production year. More accurate - the last one or two numbers of it (there are printed \"19\" or \"195\" already).
